→ PHYSICAL DESCRIPTION: "Not short or tall, fat or thin." An adult man with eyes, ears, hair, and skin. Common fandom assumption includes an assemblage of tattoos on his arms, from wrist to upper arm and probably extending down the back. These tattoos frequently change in shape for no apparent reason. Other than these tattoos, his appearance is unremarkable and hard to pin down one way or another.

ABILITIES PERMISSIONS.
→ ABILITIES: Cecil has some kind of extrasensory perception. He's able to watch things happen all across town in real time; not only can he see them, but he can perceive what people are thinking and feeling at the same time as things happen, implying that he has a way of psychically tapping into other people's perspectives. By all appearances, the range of this ability is miles wide and doesn't weaken towards the outside of its radius. Cecil also never bothers to explain it, so it's either always been with him or - more likely, since he never mentions it in 'Cassette' - it was quote-unquote gifted to him by whatever attacked him in the shadows at age 15. An important note: Cecil doesn't really control this. He can't, for example, say, "I want to see what Bob's doing right now," and get a good solid glimpse of Bob. It just kind of happens.

WHAT DOES YOUR CHARACTER DO IN THE CITY ON A DAY-TO-DAY BASIS? England is usually in the tea shop or generally puttering around. Dirk currently spends a lot of time in the labs or in his room at Jane's place. The Dolorosa works out of the tailors shop. Twilight Sparkle spends most of her time in the library. Remus is usually found in the clinic, or in the greenhouses. Cherri Cola is normally at home, but he's the one most likely to be found anywhere.
WHAT IS YOUR CHARACTER'S MOST FREQUENT EMOTIONAL & MENTAL STATE? England is usually annoyed at something but not to a level that means he's going to lash out. It's just a low level irritation at nothing at all interspersed by brief periods of intense embarrassment. Tsun tsun. Dirk is.. uh, well, to be honest the best way to describe his mental state is 'clinically depressed' but he hides it really, really well. The Dolorosa is complicated, since she isn't human, but is remarkably zen considering that her natural state is verging on homicidal. She's very motherly, normally. Twilight is quite sad and lonely of late and it doesn't look set to get any better, but she spends a lot of time distracting herself from how she really feels. Remus is much the same, with a healthy dose of self-esteem issues and internal hatred that he just can't seem to shake. Cherri is probably the most chilled out one - he has a very, very calm mind 90% of the time.

WHAT DOES YOUR CHARACTER DO IN THE CITY ON A DAY-TO-DAY BASIS? Togami runs the book shop, and just kinda...chills out, most of the time. He doesn't go outside often. Carlos is doing Science anywhere around town.
WHAT IS YOUR CHARACTER'S MOST FREQUENT EMOTIONAL & MENTAL STATE? Togami is very anxious but hides it well, and he's also constantly in a general mood of Disgust at everything and everyone. Very irritated. Carlos is a big ball of distracted sunshine, though! He's not super focused, but he's usually optimistic about the future.

WHAT DOES YOUR CHARACTER DO IN THE CITY ON A DAY-TO-DAY BASIS? Mostly, the Doctor ends up in the tea shop and the library on a regular basis, when he's not hanging out in the TARDIS - which I'd assume might interfere with whatever senses Cecil is has by virtue of weird dimensional shenanigans?
WHAT IS YOUR CHARACTER'S MOST FREQUENT EMOTIONAL & MENTAL STATE? Eight is a fairly easy-going sort of person, and mostly defaults to either a sort of quiet joy in all things or a comfortable sort of contentment. There's probably a fair bit of assorted curiosity in there as well.

Being a half-demon leaves him in kind of a strange mental state of well buried part-feral and a lot of confusion. He manages it well. Otherwise wildly swinging between boredom, depression, or amusement dependent on the situation. Lots of emotions to many to describe, so he just plays them off as 'everything is fine'. If his brother is around, brotherly concern and intense guilt.

WHAT DOES YOUR CHARACTER DO IN THE CITY ON A DAY-TO-DAY BASIS? Do things at home, work in the forge, spar/practice in the Spiral Training School, read in the library, go hunting in the woods. He likes to keep to his routine, though nothing's ever in the same order.
WHAT IS YOUR CHARACTER'S MOST FREQUENT EMOTIONAL & MENTAL STATE? That would be a mix of introspective and stoic, with a side of optimism. Most of what Cecil would pick up would be directly related to whatever he's currently doing. His thoughts are generally positive mixed with calculative, despite his outward appearance showing him as negative and not so calm-and-collected.
IS THERE ANYTHING YOU DEFINITELY DON'T WANT ME TO USE? Things related to the incident where he lost his left arm back in October 2945 (ie. four-ish months before he arrived). That wasn't a good time. Everything else should be fine.

WHAT DOES YOUR CHARACTER DO IN THE CITY ON A DAY-TO-DAY BASIS?
Bruno takes at least a once daily walk around the city, but it's frequently more than once per day. Sometimes the walks take him out of the city to the beach, where he will sit with his bare feet in the sand for a while. Other times, he goes to the library and will read at home or at the coffee shop, because he still helps Giorno out there. He also will generally help out people in exchange for goods or simply just because Bruno is a nice person.
Rohan tends to keep to his house, and more particularly is in his studio furiously drawing. When he does venture out, it's usually to the library to get a reference book. He often just takes them and never bothers to return them, however, so they end up mixed in with books in his place. Sometimes he checks in with Reimi, sometimes not. When weird shit is going down, it only sometimes piques his interest. In which case, he's just after some inspiration. Otherwise, if it doesn't impact him, he rarely wants any part of it as it's just a distraction/disruption. Sometimes Reimi drags him out to be social. He puts up a small amount of a fight before conceding.
Elena hangs out in her apartment during the day. She's actually managed to get into the habit of going to sleep around sunrise, and not waking up until around noon or so since she can't go out in the daylight. Once the sun's down enough, that's when she'll go outside. She likes going to the coffee shop since she's learned to tolerate coffee, and will occasionally stop in at grocery stores to give the appearance of eating. When it's properly dark, she'll get into the clinic for human blood, or it's off into the woods to feed on a woodland critter.
Diego spends his mornings taking care of Silver Bullet. There's usually grooming and food happening, and if the weather is passable, they'll go for a ride with each other. He keeps the rides shorter when the weather is still tolerable, but unpleasant to avoid injury or overworking Silver Bullet. After the ride, he'll make sure Silver Bullet has enough food for the night, and then it's off to do whatever errands might need doing. He occupies his time with coffee and his dinosaurs when not tending to Silver Bullet or doing those errands.
WHAT IS YOUR CHARACTER'S MOST FREQUENT EMOTIONAL & MENTAL STATE?
Bruno's default setting is like quietly content and present-focused. Thinking about the future usually inspires a lot of uncertainty and dread for Bruno, so he tends to avoid it at all costs. He's an empathetic guy though, so someone else's suffering will become his, etc. Bruno also tends to just, you know, filter everything like crazy. So what he says/does on the outside does not always reflect the magnitude of what's going on in the inside. Bruno's just mellow and even-keel. You know this.
Rohan is often irritable whenever he's confronted with dealing with other people. He doesn't have the time or the patience for their nonsense and would much rather be left alone. However, he does have a soft spot of affection for Reimi and Arnold, and actually prefers working when Arnold's in his dog bed in his studio a little more. Otherwise, he ain't got time for anybody and is only happy when he can work in peace. Rohan's thoughts and feelings (and expression of said feelings) tend to be one and the same with the exception of more vulnerable emotions.
Elena's mood on average is euthymic. She does have the tendency to get a little stressed or anxious during certain situations, but she's good at prioritizing and setting that aside for when she can actually deal with it. She's usually concerning herself with the welfare of others, and tries to help people out when they've been kind enough to help her especially. There is something a little sad and lonely about Elena underneath, which all stems from her status as a vampire and that ever-lingering survivor's guilt.
Diego almost always feel pretty damn good about himself. He's more concerned about himself than anyone else, but he dotes a lot on Silver Bullet and his dinosaurs. Diego does have the tendency to become quickly irritated with others if they're in his way, but it's very rare that he'll actually get so worked up that he'll lose his temper. Diego does not have too much patience for folks being dense or incompetent, but he will not hesitate to take advantage of that if it'll favor him. He would like to go back home already though. As far as he's concerned, he's got a big prize to claim.

WHAT DOES YOUR CHARACTER DO IN THE CITY ON A DAY-TO-DAY BASIS? Fugo is one of those weirdos who doesn't spend a lot of time in the house he supposedly lives in. He spends a lot of his time out of the house, nerding it up in the library or practicing piano (classics, jazz, and the occasional "fooling around" trying to transpose rock music) in the theater. He sometimes brings a book to read in the coffee shop, but never gets very far because whoops Giorno. He (stress) runs in the morning and takes walks in the afternoon. He's also got some pretty weird sleeping habits: when he's not kept up by insomnia, he sleeps with the lights on and his door halfway open. Speaking of doors, he almost never closes them in the house. How rude.
WHAT IS YOUR CHARACTER'S MOST FREQUENT EMOTIONAL & MENTAL STATE? FUGO IS .......... so moody. On a day-to-day basis, he tends to be at various levels of worried and sad and has been getting through most of it by gritting his teeth and furiously trying to keep himself busy. He struggles a little with his emotions which, when they aren't worried and sad, are often Too Intense and kind of overwhelming to deal with. He's happiest when he's hanging out with some weirdo who ties his hair into forehead donuts, his noodle/nerd friend Kakyoin, or cooking with Bruno; calmest when he really gets into his practice, when he's not thinking about anything but the music he's playing. He's anxious about a lot things, but in particular he doesn't care for closed spaces and worries about not losing his temper.

When it's cold out, he tries to stay home as much as possible, helping Meridiana out around the house and also staring dreamily at her while she works, occasionally drawing or writing rap lyrics. He also has lessons in forensics with Rosalind Lutece and makes a biweekly jaunt down to the Boardwalk for the crane game.
Mostly his adventures are unremarkable unless there's an event going on, but sometimes, he's in multiple places at once... DUN DUN DUNNNN.
WHAT IS YOUR CHARACTER'S MOST FREQUENT EMOTIONAL & MENTAL STATE? Dave's really easy to distract and often has songs stuck in his head, and his moods kind of go along with the mood of his surroundings; if it's gloomy and oppressive out, he feels gloomy and oppressed, and if everyone's high on life, he is primed to party. Also, he is madly in love with Meridiana, always. But underneath all that is a constant, brittle, spiny core of anxiety and anger ready to lash back at anything that hurts him. He tries to keep it low-key. He does not always succeed.
